Housing Regulations

Description: Local bylaws and ordinances – to the extent that they regulate the type, location, density, and construction of housing – can be used to exclude, encourage, or require affordable housing development in a community. Municipalities that regulate residential development face the very real challenge of accommodating a variety of housing to meet local needs, while also protecting the community from the impacts of excessive or poorly designed development. This chapter of the Implementation Manual discusses the regulatory strategies available to Vermont municipalities to meet local housing needs and avoid exclusionary practices.
