Growth Centers
| Description: Vermont’s primary planning goal is to “plan development to maintain the historic settlement pattern of compact village and urban centers separated by rural countryside.” The state enacted legislation to encourage growth center planning and development that established a formal process for state designation of locally planned growth centers and a number of related incentives for growth center investment and development. This chapter of the Implementation Manual provides an overview of growth center planning concepts and the state designation program. | ![]() |
