Capital Improvement Program

Description: Municipalities are regularly faced with decisions regarding where to locate, when to build, and how to pay for major capital investments such as new roads, parks, or public buildings. A capital improvement program is a tool that can help make these decisions. The capital improvement program links a municipality’s long-term development plan with its annual budgeting process and can prevent budget and tax rate fluctuations by scheduling expensive capital projects over several years.
