Planning Director

TOWN OF SCARBOROUGH, MAINE

The Town of Scarborough, Maine, is seeking an experienced full-time Planning Director to serve as the Town Planner and lead a dynamic and innovative Planning and Codes Team. Under the direction of the Town Manager, the Planning Director oversees the department’s general operations including planning, development review, development inspection, code enforcement, short and long range land use planning, infrastructure planning, and engineering functions. The Planning Director manages the compilation and analysis of information affecting land use, housing, transportation, and conservation, and provides guidance and technical assistance to the Town Manager, Planning Board, the Long Range Planning Committee, and the Town Council. The Planning Director will provide staffing, technical assistance and guidance to the Long Range Planning Committee, which serves as the coordinating committee for developing and implementing the 2017 update to the Town’s Comprehensive Plan. This committee also makes recommendations to the Town Council regarding any changes to the Town’s land use ordinances.

Additionally, the Planning Director is responsible for implementing long range planning studies and reports, land use ordinance amendments, and related initiatives. The ideal candidate will be a dynamic and enthusiastic individual who is committed to public service and the community.

Job Requirements: Master’s Degree from an accredited program in land-use, urban, regional and/or environmental planning, or a related field. AICP certification is a plus. Education and training must be supplemented by significant planning experience, coupled with supervisory experience. This position requires outstanding communication and public speaking skills, experience managing consultant contracts, grant writing and grant management experience, and municipal budgeting experience. The ability to establish and maintain cooperative relationships with municipal officials and the public is required. Any equivalent combination of training and experience may be considered. Driver’s license with excellent driving record is required as well as availability to work evenings. GIS experience is desirable.
